This might've been an F23 change.
It's a file:
diff /usr/lib/modules/4.2.3-300.fc23.x86_64/config
/boot/config-4.2.3-300.fc23.x86_64
and
diff /usr/lib/modules/4.4.6-301.fc23.x86_64/config
/boot/config-4.4.6-301.fc23.x86_64
both return nada.

'^/lib|^/boot'
/boot/config-4.3.6-201.fc22.x86_64

/boot/config-4.4.6-200.fc22.x86_64
/boot/extlinux/config.c32
/boot/grub2/i386-pc/configfile.mod
So, you must be right, it is a new creature in f23.
