If doing a graphical login (runlevel 5) then the login screen has
options at the bottom, one of which is to select the language for this
session. I selected simplified Chinese and logged in. Does this help?

But the user still needs go "all Chinese" or " "all English" and

to avoid that.
Also, like I posted recently, miniChinput does not seem to very efficient have
you tried something different (SCIM or XSIM or fcitx)?
