That's a silly remark, IMHO.
FC-3 is meant to work, isn't it?
If it doesn't work on some machine that's a bug,

Is it a licensing issue?
IIRC it was changed to allow you to run *any* http deamon without
worrying about the dependancies. A similar change helped to alliviate
the change from XFree86 to Xorg....
