Can you do a
sudo nmap <remote-ip-addr> -p 22
and see if the port is indeed open? Oh.. is ssh actually started?
You don't need sudo (or su) for that.
By far the easiest way to test a single port is
telnet rip 22
With ssh you may need to press the enter key to elicit a response.
