I downloaded it and renamed it to R.spec and ran
$ cd ....../SOURCES
$ spectool -g ../SPECS/R.spec
$ ls -l R-3.2.3.tar.gz
-rw-r--r--. 1 jd jd 29816176 Dec 10 01:13 R-3.2.3.tar.gz
Now you can run rpmbuild -ba in the SPECS directory.
