It's not the same bug. In this case, it's R-core that's conflicting.
R-core should not be owning that directory. It requires texlive, so the
directory will already exist. There was a rawhide bug about this:

Sorry for my mistake.
But then, how do I remove the owning?
The bug report says that it is fixed now.
But it does not seems so.
