The !(ZMAT*|...) syntax requires the bash extglob option.
This must be explicitly enabled in a non-interactive session
(like a script). For example:
#!/bin/bash
shopt -s extglob
/usr/bin/rm -v !(ZMAT*|out*|Out*|GENBAS|Note*)
