Sorry, but no.
ă (the first one) is not a-tilde, it's an a with a u-shaped accent.
ã (the second one) is a-tilde.

Sorry, not making myself clear - again :-( I was referring to the fact that
at my working resolution the AltGr+] then 'a' does give me the ã, which looks
as though there is a bar over it, when in fact it is a tilde. IOW, it is a
resolution problem only.
