pretending too early that the network is up. You may try a turnaround

That said, using systemd.automount or autofs is safer since will work
also if the server boots after the clients.

I went through all that pain with
F27 but
F28 has not been a problem - so far.
In my case it was VMware virtual interfaces coming up before
the single hardware ethernet interface.
