Which older versions of RedHat? That directory does not seem to be
present on Redhat 9 or 7.3. In fact, /usr/doc did not exist on either of
these releases either.
/usr/doc exists on my RH 7.3 box but it was empty until I installed the
gpasman rpm. now it contains the docs of that program. I wonder if the
rpm created the /doc directory.
