You need to put an entry in /etc/services to allow the port to be recognized
by xinetd.
lpd 631/tcp # lpd/CUPS port
lpd 631/udp # lpd/CUPS port
I think that only the tcp port really needs to be in there, but I got tired of
messing with it and just put in both the tcp and udp defs.
