I've just been getting switched over to fedora 23 from 22, and

Is rfkill completely new in fedora 23, or has it been around
for a while, but the default recently changed to blocked rather
than unblocked?
I dunno nuttin about 'soft blocked', but I remember seeing rfkill
in fedora back when I was trying to get Fedora 10 running on my
eeepc 901, which I think would have been circa 2009.
