I think I explained this in a previous email. There is no 7.10
version in any of the repos. You would have to get it from koji if
it's still available there.

You should be able to find which wine packages you have installed,
dnf list installed | grep wine
Then download the binary rpms from the above link, for x86_64 and i686,
for those packages.
Then in the directory where they were saved, run
dnf -C upgrade $(ls wine*.rpm)
or
dnf -C downgrade $(ls wine*.rpm)
as the case may be for the currently installed wine.
When that is done edit
/etc/dnf/dnf.conf
and add the line
excludepkgs=wine*
so that dnf doesn't update wine to a later version.
