you don't want chroot to the old filesystem because you dont have
rpm
installed
first read the rpm manual
and install rpm and yum with something like this
rpm -Uvh --force --nodeps --root=/mnt/xyz
http://mirror.fedora/yum.rpm
http://mirror.fedora/rpm.rpm http://mirror.fedora/grub.rpm etc...
