Strange. Try putting echo statements in, with output directed to a
file in /root that will tell you that each command has run or not.
Well,
rc-local.service cannot be instrumented with echoes from the
shell, which is run
with option -x in /etc/rc.d/rc.local
None of those commands are failing.
