I would doubt these commands would do much, unless postgresql is
starting and dieing without releasing shared memory segments.
Did this behavior begin after doing some updates? Can you try with an
older kernel?
I'm currently running kernel-2.6.24.3-50.fc8 and postgresql without issue.
