Very probably the problem is not in the perl as 'perl' and 'perl-libs'
packages
are built from the same source package. So either your mirror, package database
or package manager is broken.
First verify this procedure does not work for you:
$ repoquery --requires perl | grep perl-libs
perl-libs
perl-libs = 4:5.18.4-306.fc21
$ repoquery --whatprovides 'perl-libs = 4:5.18.4-306.fc21'
perl-libs-4:5.18.4-306.fc21.x86_64
perl-libs-4:5.18.4-306.fc21.x86_64
perl-libs-4:5.18.4-306.fc21.i686
The second command is built from output of the first command.
