Well, gethostbyname2 is obsolete so it would really be better to get shorewall
not to use it.
Can you try this change to /usr/share/perl5/vendor_perl/Shorewall/IPAddrs.pm
and see if it works for you?

Also, it should be evident from this change that gethostbyname2 is only being
called in a fatal error condition so your configuration probably wouldn't have
worked anyway. Maybe you are using a hostname in your rules file that does not
have an IPv6 address?
