Yes Docker has looked further at this and it seems to be a problem
with
their sqlite implementation interacting with golang-1.4. I have asked
Lokesh to block golang-1.4 from Fedora/Centos/RHEL until this is fixed.
Currently we are only seeing this breakage in Rawhide I believe.
rm -f /var/lib/docker/linkgraph.db; systemctl restart docker
Works for me. Although you might need to run this command again when the
database gets locked up.

Fedora has no ability to block golang-1.4, we shipped a newer version
and
therefore must be better.
We can pretty much get around this by using the vendored golang (and other
golang-* deps too) instead of the rpms, unless golang 1.4 is creating problems
elsewhere too.
The latest rawhide build already uses vendored deps, but looks like the
database locked problem still occurs :(
