Now that modules in epel are close to becoming reality [1] it has

If we are building a module, and one of the packages in that module
depends on one of the missing RHEL devel packages.
Is it acceptable to build that package in the module, and filter it
out, so that it is only used in the module?
Or, should we continue to wait for the solution to our missing devel
package problem.

[1] - Many thanks to Merlin and Mohan for their tremendous efforts.
Just had another epel/module question come up. Although I think I
know the answer, I just want to double check.
This is coming from the KDE perspective.
RHEL8 has several core qt5 packages.
Would it be possible to have those core qt5 packages updated, in a
module, and the rest of KDE not in a module, but still build off those
newer qt5 packages?
My brain says, no. It's either all in a module, or all built off
those RHEL8 qt5 packages.
Is that correct? Or have I missed something.
