I just know that I cannot find it on the RHEL server 7.2 source media or in
the normal RHEL 7.2 server channels on my 7.2 server. I don't have access to
workstation so I can't say anything about that.

I am the maintainer that pushed the LibRaw-0.17.1-3.el7
LibRaw-0.14.8-5.el7.20120830git98d925 does exists in @rhel-7-workstation-htb-rpms
However, since @rhel-7-workstation-htb-rpms is not in the list in
https://fedoraproject.org/wiki/EPEL/FAQ#Does_EPEL_replace_packages_provid...
So you will not able to BuildRequires LibRaw and LibRaw-devel because koji is unable to
find it.
