I am not currently maintaining any Fedora packages, but I have created
both a Fedora user and wiki accounts, and signed the CLA.

Yes.
If so, then I have someone who can sponsor me.
You already have somebody who will sponser you? That would be the
easiest solution, as the normal process for getting sponsored is to
create a package and get it reviewed and approved by your sponsor.
