Yes it does, and I believe there is work on getting it changed.
I don't know the status of getting the EPEL documentation changed. I
just know that people are working on it.
Now I'm not sure, but I think that I was installed libgdiplus
package on my Centos 8 stream OS. I just can't find libgdiplus-devel package. I will
check this in Monday.
