If "conflicts" is DNF's way of saying "These additional packages
would
have been installed if automatic installation of recommended packages
hadn't been disabled.", then that's a terrible user interface that needs
to be fixed.
Yes I think you're right. DNF (in Koji) is no longer installing
"Recommends" packages.
