I think I may have this figured out...
I think perhaps the type of the kopt (kernel option) in pxegen.py changed to a
dictionary.
There is a function called utils.hash_to_string and in there are the lines
if isinstance(hash,dict):
return hash
so it would just give me back the dict instead of the flattened data type.
I changed the logic to use a similar method of flattening that was already in the
function.
I have the changes in a branch of mine. kopt_flatten_dict_err
sorry for the superfluous emails. Was hoping that perhaps someone else had seen it before
I spent too much time on it. I will think twice before pulling changes from master.

for me, "cobbler system report " shows the Kernel Options as you have
shown them used in the pxeboot file, but the web gui, command line I
used to create it, and the pxeboot file all have the key=value schtick
going on.
