interesting.
for me, "cobbler system report " shows the Kernel Options as you have
shown them used in the pxeboot file, but the web gui, command line I
used to create it, and the pxeboot file all have the key=value schtick
going on.
maybe it's got a problem with converting
'lang': ' '
to key=value
