Since it was an upgrade, I wonder if there was a failure somewhere in
the upgrade, or if something was made obsolete. Two suggestions.
Try a dnf distro-sync to see if there is something blocking.
If that doesn't fix things, in that same vein, run
dnf --best update 2> dnf_error_output.txt
The file should contain a list of all the failing updates. Look for
something related to mate, or maybe X or video drivers. Try playing
around with removing and installing until those clear. The official
command to do that in one fell swoop is
dnf --best --allow-erasing update
