I have had the same - quite nice - wallpaper for a month or so.
When I right-click on this, and go to Default Desktop Settings,

What am I failing to do?
Nothing....
If you were to change back to an image, and then change it back to Flickr while doing a
network capture with wireshark or something else you'd notice that you'll be
getting back at "403 Forbidden" indication.
(What is that film where the day never changes?)
That would be "Groundhog Day".
