I did check that and it is fine.

Also KDE is very slooooooow to start up without network.
But once I plug in network cable as KDE starts up it springs back to
life.
Sounds like you have something that has to time out when resolving to
the network.
Another item to try is disable IPv6 if you have not already. Various
reports on the list indicate this can cause various problems if it is
not configured completely or disabled fully.
