Maybe the Linux firewall is not allowing broadcasts?
I would try disabling the firewall and, if that didn't do it,
configuring a static IP address just to see if networking can be
brought up.

By the way, I also use a Netgear firewall-router (FR114P in front of
DSL) and its DHCP service works fine on my machine with
2.6.22.4-65.fc7 kernel. I never enabled the Linux firewall on this
machine.
