Why are you using telinit?

There is no need to do that just to swap from X to a terminal
Just leave your X session running and swap to a terminal with [Ctrl][Alt][F2-6]
Swap back to your X session with [Ctrl][Alt][F7]
sometimes you X sesion is frozen completly and ignores STRG+ALT+BACKSPACE
it worked for many years do "init 3; init 5" and TTY2-TTY6 was untouched
the question of the OP was why this is broken now and not
what he could do instead
