Can't be done with VMWare Workstation (tell me if you've heard
otherwise) but is exactly what VMWare ESX server does. It allow you to
remotely manage and install all virtual machines using their ESX
console. It's probably pricey, I've only ever used a (fully functional)
demo. It's an amazing product.

Yes, that is what ESX or GSX are for... We're using it at work quite
extensivly. It works great and has a ton of features above workstation, you
should really look into it.
But since that was not your question - we have quite successfully faked it
with Xvnc. You run one Xnvc for each VMWare you want to run and then access
it either through vnc or terminal services. It works very well since the Xvnc
server has been incredibly stable in my experience and since it runs in
memory, speed is also pretty nice.
