According to the docs from man yum...

A fresh install of f17 shows
grep cache /etc/yum.conf
cachedir=/var/cache/yum/$basearch/$releasever
keepcache=0
So which is correct?
Both....
The default is "1". The term "default" means that it will be
"1" if not overridden
by a specific configuration instruction directive.
The entry in /etc/yum.conf overrides the "default" value.
