Is there a way to migrate the NetworkManager/system-connections files from F35 to F38 system?
I am not finding an export option and haven't figured out how to get around file permissions to copy the files to a USB stick.

What file permissions? If you copy as root, there should be no problems.

It wouldn't really matter if ownership wasn't maintained (likely that your USB stick doesn't use a Linux filesystem), you could just change the ownerships and permissions when write the file into your new system.
e.g. chown root:root path-and-name-of-your-files
And probably:
chmod rwxrwxr-- path-and-name-of-your-files

I have got the many *.nmconnection files moved to the F38 system into the /etc/NetworkManager/system-connections
Owned by root:root with chmod 600 as the ones already there.
When I look at the Edit Connections dialog in the Xfce panel network app, they are not listed.
What do I need to do (logout, restart, run some nifty app) to get them showing in edit connections.

I guess you want to migrate from the previous /etc/sysconfig/network-scripts/ifcfg* files to the /etc/NetworkManager/system-connections/*.nmconnection files
