I have been searching with the gconf-editor but couldn't find
anything. Any hints appreciated.
to answer my own question, here is what I have done:
in /etc/rc.local I have included this line:
/sbin/rfkill block bluetooth
so the bluetooth sender is not active. I can turn it on from the
bluetooth applet if I need it as a normal user.
