$ dnf update --best
will give a better indication why it is held back, but I'd guess it was
waiting for this to go stable:

"dnf update --best" showed "qt5-qtstyleplugins" to be the offending
package. As an experiment, I removed "qt5-qtstyleplugins" and tried
"dnf upgrade" and it worked as desired. Using "dnf distro-sync
--allowerasing", suggested by Rick, resulted in the following:
[root@afolkey2 ~]# dnf distro-sync --allowerasing
Last metadata expiration check: 0:12:23 ago on Fri Apr 15 23:20:41 2016.
