You neglected to say which desktop you're using nor which video card
you're using (I'm guessing Intel).
I had similar issues on both F23 and F24 with Xfce and the xfwm4
window manager. I went into "Settings->Window Manager Tweaks", then in
the "Compositor" tab, I enabled "Enable display compositing" and the
problems I was having seem to have gone away. I won't promise they're
completely gone, but I haven't seen them since. They may pop up again.
Note this only happened on two machines with Intel graphics. A third
machine (a laptop) did not exhibit the issue. I have not seen this
on an nVidia chipset.
