Actually, not. Microsoft doesn't care about the owner of the
Windows
license; it's tied to the hardware by registration. The only MS link to the
former owner would be if he/she was stupid enough to create their account
as an online account, and you can get around that by creating a local
account.
Not that I have a great deal to do with Microsoft products, their use
and abuse thereof, anymore, but I was sure that when my friend fairly
recently registered his Windows installation, there were some names,
numbers, and/or addresses, involved.
