Well, the behavior of the tabs is expected in FF and wayland. I've not see any issues
with dropdowns.
In my case I've simply chosen the default Gnome installation and I have never looked
into differences between GNOME-wayland or GNOME-Xorg. If it matters this machine has been
upgraded from previous versions of Fedora, starting from 25 to 31 without skipping any
interim versions.
What matters is that Wayland became the default as of F31.

A workaround for the issues would be one of the following....
1. Change to running GNOME on Xorg at login
2. Continue to run GNOME (wayland) but add "export MOZ_DISABLE_WAYLAND=1" to
your .bashrc
(logout/login needed to take affect)
FWIW, I'm not well versed in the ins/outs of Wayland.
