so in general example if i downloaded a
mplayer-xxxxx and so i don't need an mplayer-devel ... am i right?
Exactly. If you never or rarely compile anything yourself you wont be
needing any -devel packages. And if you start building stuff you'll notice
the need for relevant -devel packages sooner than later :)
