so back to using ssh for now unless you have other suggestions?
Can you try to set Type to simple and thus get rid of the pid stuff.
So try:
[Service]
Type=simple
WorkingDirectory=/home/rgm
User=rgm
Group=rgm
PAMName=login
ExecStartPre=/bin/sh -c '/usr/bin/vncserver -kill %i > /dev/null 2>&1 ||
