before the 're-signing' but now, the latest version after the resigning
seems to be svn3365 which is older and preventing me from updating.
While I can force things the removal and update, I'm wondering what
happened?

Mine is svn3675 so there is something wrong with your updating process.
That was installed on Jul 28.
