It ***appears*** to be a systemd problem which seemingly doesn't
affect too many people other than you and I and perhaps 2 or 3 others.
Perhaps you could ad your comments/experiences to the bug report ?

Right now I'm feverish with some respiratory virus and paying attention
to emails sporadically. I noticed I have to register for the bug
reporting, but before doing so I need to know how I can dig for more
info. Would there be a specific log file I should consult? I did an
update yesterday and the day before. In the latter case it was to the
latest kernel, and yesterday I saw a systemd update get installed, to no
avail. Nothing has changed - reboots and shutdowns still hang.
