As far as I know: you would need to define a new extension. The simplest one that

I agree with the answer being "you can't", but for a different reason.
I don't think it has anything to do with gnome-shell-extensions. On an MATE system
the only one that is installed
seems to be....

Also, if you use "Add to Panel" on the bottom panel one of the choices given is
"Classic Menu". This puts a widget?? on the bottom panel which contains the
same
info/choices as that on the top panel.
So, IMO, whatever "Classic Menu" is, would need to be rebuilt to add a 4th
entry.
