Is there a separate Rescue CD for FC10 or does the live CD serve that
purpose. I haven't found a link to a Rescue CD for 10.

Boot with the rescue disk. Chroot to /mnt/sysimage. Run "grub-install"
(the default arguments are probably correct). Reboot as normal.
