if you want to disable ipv6 at all add "ipv6.disable=1" as kernel-param
you have no single way to disable it COMPLETLY with sysctl.conf
with sysctl.conf you have at leats link-local addresses while boot
with the correct kernel param results like below
for any Fedora from F16 up to F19
