I don't think there is a /init as such, so I don't know what I
should do.
Google didn't seem to help me, so any help appreciated!

you really should be asking Fedora-test list
I don't know that it matters but I did have to install syslinux from
rawhide first in order to make the USB key installer and I would suspect
that might have been necessary to use preupgrade but I really don't
know.
