Effectively enabled.
I rebooted the system at 9:37 AM and there is no entry indicating ntpd was started after this time.
I suspect that ntpd is not enabled in the proper "target".
What gives:
systemctl get-default find /etc/systemd/system -name chronyd.service -ls
This should produce, when in multi-user.target:
systemctl get-default multi-user.target
