Because of the peculiarities of shell quoting, you need to quote the key sequence inside single quotes because the double quotes are significant to bind
bind '"\e\C-b"':backward-word
Also note the lack of space around the colon when using the 'bind' command as opposed to putting it in ~/.inputrc.
