Nope. Yeah, I saw that site. It's not readable in vim, kate, more, less, etc. Kate complains of unrecogizable encoding. Gedit complains of invalid characters. I was kind of hoping to be able to look at in Linux, and not move to Windows and Notepad++.

If Tom's suggestion doesn't work, it is probably in exe format. If you can contact whoever sent it to you, you could ask them to send it as a text file instead of a ptx exe file. If they created it, they must have the commercial product that would allow that.
If you can't get it in a text format, then it is probably going to need that windows tool to read it. As a long shot you could try unzip on it to see if the encoding is just a compression step.
